Slightly off topic, but in such a situation as that of LotR, if an orc
was able to go into Bree and slaughter the inhabitants he would be
forcing the Dark Lord's hand making the forces of Mordor move sooner
than they would prefer to. Once the action is done, it is done and there
will be reprecussions. The trick is to prevent the orc from ever
conceiving an attack on Bree. (aside: Of course if someone has this type
of situation and is willing to go non-canonical then someone luring an
orc into Bree so that he can slaughter the inhabitants thereby starting
the above could in essence be doing a great service for the forces of
Elrond.) I doubt that any amount of code could do this nearly as
effectively as player imposed solutions.
