This sounds suspicously like a turn based system (not a bad thing).

Some thoughts:

  - A player pays a monthly fee, give them that amount of time total

  - Instead of a time debt, make it a time credit. IE you have
  accumulated 30 hours of time credit (time logged off)

  - Make the credit have some real time equivelant. Say 10 seconds
  per hour. So if researching would take 10 hours, it will take 1
  minute 40 seconds in game.
