I think most of the negative reaction to it in EQ, when EQ first
launched, was UO-shock.  Folk moving into EQ from UO tended to
equate the message with "Robin YoAzz is snooping you".

It didn't matter that it wasn't functionally equivalent to being
"snooped" in UO: the reminder was enough to put people on edge, "Ah,
I am being snooped.  Now I will be robbed.  And then killed.  And
then sex-acts will be emoted upon my corpse.  And my house will be
looted.  And then with the racial slurs..."  You didn't even have
the emotional comfort of being able to bury your belongings under 97
deathrobes, wiring yourself to explode, carrying runes marked "home"
that lead to 1x2-tile islands or any of the other paranoid pursuits
UO regulars engaged in prior to leaving town, or for that mattter
entering town.

Knee-jerk reaction for most people to being inspected was therefore,
"Stop-snooping-me-or-I'll-Petition-YoU!"

Now it seems to be taken as being about as rude as staring, which is
pretty much all it is anyway.
