This has been done.  Asheron's Call did (does?) this in the monthly
patch.  At one point, a city (Arwic) had become such a lag-ridden
miasma of trade spam that it was turned into a smoking crater.  Now,
with AC, all such changes to the world (as well as seasonal weather
and vegetation changes) happened "off camera" during the patch
downtime, and remained static for the following month, but it did
add a definite sense of time passing.
