This is called PI (Provider Independant) space. This is allocated
directly by ARIN (Or RIPE, APNIC, or whoever your local IP
assignment agency is.

ISP's were gratuitous with their IP allocation handouts, until ARIN
started demanding that ISP's justify their IP address allocation
needs - and saying "We need 12 /24's, because we have 12 webhosting
customers" - just didn't go over well...

Unfortunately, it's not as easy as "just" buying a /24. There are a
few caveats:

 - Assuming you do get ahold of some /24 PI space, you're
 unfortunately not guaranteed global routabillity. Some backbone
 providers filter announcements longer than a certain length, say
 /20 (*poke Verio*). As such, your /24 announcements won't make it
 into or through their space, and to the people on the other side.

 - ARIN's smallest allocation that you can buy (if you can justify
 that you need a /20 (you have to justify your allocation from them
 directly, whether it's a /20, /16 or /8)).
