A better way to look at it is, here's an expansion which has some big
things in it--a new continent, a new player race, stuff like
that. Odds are there's a separate team developing it from your regular
Live team. This separate team may well add in small things
too. Doesn't mean that it was stuff considered for Live and
intentionally not patched to make the expansion pack more
attractive... It may well have been pushed off for any of a number of
reasons, and the expansion team just happens to be the resources that
get to actually put it in.
