Considering the amount of debate this law sparked, and the fact that
it does, indeed, require many pages of text just to explain what is
the point this law adresses, perhaps you should consider turning it
into a "dilemma" rather than a law?

As a designer you want to balance "uptime" to "downtime", and allow
for socialisation without giving the players the impression they are
forced to wait through something when they rather want to spend the
time differently.  Makes for an interesting juggling act, but I do
not think you can put that into three words. Or even five ;)
