all of the gamasutra post mortem articles seem to disagree with this
statement.  tools save time during the development cycle as it allows:

  a) non programmers to get into the world and make stuff

  b) allow quick turn around for iterative development

  c) makes you HAVE to have combined modules such that the tools can
  work on the game (ie we have all the modules they all work, but we
  just have not gotten to combining them yet... *evil sounds of
  failure here* )

  d) allows you to have one button events that fire off an entire set
  of things (ie a build, burn to cd process, compile all levels and
  then run recursion tests), generate my default world state for me
  and then put me in the world so i can look
