As I understood the "character psychology" planned for the original Middle-Earth 
Online, this was what they were considering.

Quite some time ago, I was playing around with having relationships defined in 
the game based on race, alignment, political agreements, etc.  A relationship 
value would then determine what actions were possible when interacting with 
other characters.  So you wouldn't be able to kill someone who was a "friend," 
for instance.  I gradually moved away from this in favor of a system that didn't 
prevent actions, but instead handed out appropriately harsh consequences 
depending on a number of factors which included relationship.
