Do you not term the formation of police forces or laws societal development?

Do you not term bugfixing development?

In both cases, we are talking about loopholes getting plugged. The end
result, if the loopholes are plugged, is a more evolved entity--whether it
be a community or a software program. I term that "development." If your
site needs secured from script kiddies, then it's a less developed site than
one which is already secure. Granted, nobody LIKES to have to go through
that phase, but I still think it's development.
